 The city of White Rock would not empty the 2nd floor “organic waste” bin the other day.  The bin had much more than organic waste.  

Please be very careful what you put in the organic waste bin.

7th Floor Lounge - Acoustics

The acoustics in that room are terrible.  During the Friday Happy Hour it is almost impossible to hear the person next to you.

Linda Cameron has taken it upon herself to find a way to fix this problem.
Today was the 2nd meeting she has arranged.  This is not a Council incentive, and not an official meeting.  Linda is determined to raise the money without any funds from Council. 
I missed the first meeting and apparently there were 8 in attendance.
Today there were 9.  One Council member has been at both meetings.
At one point they were considering 2” thick grey cloth covered foam, to fit in each of the 7 window openings.  They realized, they would be a a storage problem when not in use.
One owner and I am sorry, I don’t know her name, took a leap of faith and ordered enough curtains and hardware from Amazon to do cover all 7 windows.  Less than $500.00.  If they are not suitable she can return them.  Kudos to her for stepping up.  One other owner had found something similar locally and the 2 of them will have a look to compare material and prices.

3rd and 4th floor patios - a little background

Seapark East - 3rd & 4th floor patio repairs:


As you are aware the 3rd and 4th floor patios are a mess.  

The 4th floor patio is almost 100% a suspended slab.

The 3rd floor patio area over the 2nd floor undercover parking is a suspended slab.  The rest is an “on grade slab” (on dirt). 

There have been reports of water leaking through the 3rd and 4th floor suspended slabs dating back to 2013.

The 3rd floor on grade slab seems to lack proper reinforcing and has settled (sunk).

The leaks through the suspended slabs can cause structural issues (rusted reinforcing bar - “rebar”).

The sunken 3rd floor on grade slab is not a structural issue as such.


On June 8, 2017  Aqua-Coast Engineering Ltd. - ACE, Building envelope Consultants prepared a “Suspended Slab Assessment”.

This report recommended, among other things, to remove all planters on both suspended slabs.  

This was a fairly expensive proposition.


Apparently some owners were in favor of doing this.

Other owners felt there must be a less expensive way to do this.

This difference of opinion has caused a rift in our community.


There is also a leak from the 4th floor patio door area, to the 3rd floor below.


To further complicate things, The City of White Rock has asked that the 3rd and 4th floor planter railings be reinstalled.  (They were removed on the instructions of some previous council).


On Saturday October 29,  2022 I met, on site, with a concrete crack repair company to obtain an estimate to repair the patio without removing the planters.

On November 22, 2022, I received a quote and forwarded it to Leonis Management.   Grant confirmed it was forwarded to Council.


At the December 22, 2022 Council meeting, Council wondered if there was a viable solution to removing the planters at a lower cost, that would effectively deal with the problems associated with the leaks.   

Council decided to solicit alternatives to removing the planters,  “…from owners who have explored alternative solutions…”

They drew up a “Proposal Criteria & Information” document, listing 10 criteria. The deadline to submit the proposal was January 31, 2023.




I worked with 2 Companies:  

  1. 1 for the planter leak by the 4th floor door.  

  2. 1 for the slab repair and railings.

We had the quotes in by the deadline.


On February 7, 2023 I was contacted by the Depreciation Report Committee.  They let me know that since I obtained alternative quotes, they would include me in questions and answers they have for the companies that submitted quotes. They wanted to have a meeting to discuss some of the details of the quotes.


We met in the 7th floor lounge area on Saturday February 11, 2023.

Email to Rapidcrete - Main entrance repair

Hi again Abdi

We were asked to quote on the repair of the suspended slabs.

As you know there are some patio areas that are on grade slabs, not suspended slabs.  Your quote includes repairing those items as well.
What about the Main entrance area?  What repair and treatment will that area receive?

Ihad hoped your quick patch job may stop the leak altogether.

The rain I have been waiting for finally arrived this morning.
I guess it was too much to expect, the leak is still there.

 Hi there and thanks again for all your help.

Someone has worked on a quote for “raising” the sunken slab.  
Your quote included pricing for saw cutting and re pouring the slab.
Can you please reply with 2 things:
1) the cost you had calculated to cut and re pour the slab
2) the pros and cons of each method of repair:
      A) raise the existing slab
      B) saw cutting and re pouring the slab

We do not recommend slab raising, because:

  1. The current slab has cracked at several location. 
  2. There may be some more cracks at the bottom as well which are not observable 
  3. Raising does not fix the cracks , and it may cause more cracks as well, by the way 
  4. Raised slab does not have any slope to the drain, 
  5. The current slab is not a reinforced slab , however our recommended new slab will include reinforcement and higher strength the concrete.

However raising may be a cheaper option .
