Request for Proposals by January 31/23 or Before Waterproofing of Suspended Slabs (2 Large West Patios) Seapark East, 1350 Vidal St., White Rock
Seapark East is a wood-frame, stucco building approximately 40 years old. Extensive research has been done since 2016 regarding repair of large patios (suspended slabs) in front of building, due to drainage problems, water ingress into building and water leaking through the upper slab.
Strata Council met with 4 different building envelope engineers in 2017. Aqua Coast Engineering from Ladner was hired to do an assessment on the patios - a written report was delivered July/17. Al engineers, more or less, outlined the same process for waterproofing: removal of overburden, repair of concrete slabs, repair of any damage to
building walls, application of waterproofing membrane onto slabs and up the building walls, concrete pavers on top of membrane and finally, landscaping. In 2017, the cost of
this project would have been $250,000 - $300,000. A recent AGM 2022 proposal has put that cost now at $675,000.
The Strata Council wants to know fi there is a viable alternative, at a lower cost, that would effectively deal with the problems noted above (ie water leaking through
suspended slab, water ingress into building, drainage problems). We are asking owners who have explored alternative solutions to submit proposals, written by or with the professionals they have consulted. To make a fair comparison, we need to compare the same technical, legal and financial criteria.
These will be available for reading by all owners and will be followed by an Information Meeting. Council will invite the professionals who have fully completed aproposal and are available to present at the meeting.

Description of Warranty: What exactly is covered by warranty (the whole building envelope related to the patios or just the membrane?) For how long? If there is
leaking after the repair, either through the slab or into the building, who is responsible for determining where the leak is coming from, fixing it and paying costs?

Does your repair plan assume that the planters are not leaking through their base into the suspended slab - either now or will not into the future?

There has been water ingress into t h e building walls near the 4th floor patio door, which is adjacent to Unit 410. Does your proposal account for that ingress?

Does your proposal address the issue of the patio fencing required by the City?
